DINODAD I think I get it now:
1) Optometrist looks like Sam from "Intelligence community" because he is Sam.
2) The nukes caused some humans to mutate into dinosaurs, making Dinodad who he is now.
3) Sam looks fed up with the dad, because he's angry that what's technically his own creation has such a bad eyesight. Damn you, Brinkman!
